This plugin Social Media Auto Publish uses several classes to calculate the sticky-post priority.

Your class="button ceo_rate_bin (button ceo_rate_bin) has to extend the GoogleSitemapGeneratorPrioProviderBase class
which has a templates/default/ public constructor and a method called GetPostPriority
which you can override.
Look at the GoogleSitemapGeneratorPrioByPopularityContestProvider class
